We're not equal in our _capability_. We're not equal in our sympathy, empathy, or compassion. We're not equal in any meaningful sense excepting that we all deserve to life as good a life as it is possible for us to live. THAT is the equality that matters.
"Condo boards all the way down", on it's own, is a horrific idea. It not only doesn't account for the inherent assholeishness of humans, but it magnifies the impact of it by having everyone live this wacky lie that "everyone is equal, so just suck it up, because democracy".
And yes, violence absolutely, 100% is a means by which people can and do assert control over such groups. And yes, just as we watched an entire nation do fuck all about Trump and his cronies for four years, people really DO just sit back and let violence happen in condo boards.
EVERYONE is an edge case at some point. And you CANNOT have a fair or just society unless you accept, admit, and address that fact.
Massive power imbalances can and do exist in "condo boards of peers". More than large enough to ruin the lives of good people for no reason at all.
As a result, creating a "condo board" type democracy is ultimately creating an imbalanced environment. The only difference between this and that which went before is literally WHOM you choose to disadvantage: in the condo board case, those who suck at socializing with the group.
But a funny thing happens when you start talking about condo board democracy. Here, everyone talks about these interactions as though there were interactions of peers. Of EQUALS.
That's not even the slightest bit true, and anyone who's honest with themselves knows it.
Humans AREN'T equal in our ability to socialize with others. And we can NEVER be, because there is a massive amount of individual genetic and environmental variation that means we will ALWAYS have this massive spectrum of capability when it comes to socialization.
As I read history, people in general can be made to see the power imbalance between governments and individuals, between corporations and individuals, and even bosses and individuals. They understand that there need to be limits and restrictions on those interactions.

Unsure if I would die because of lack of medication before I would be burned as a witch, but pretty sure I wouldn't last long. "Here's a person who speaks a tongue that only sounds vaguely like ours, and knows how to do things that seem magical to us" would end very badly.
Once we accept that people - especially in groups - are assholes, then we can start to design a society with enough guardrails that we can compensate for both our individual and collective asshattery and move beyond both capitalism and "condo boards all the way down".
To build a society that is anything other than choosing a different group of people to marginalize than the society which immediately preceded it, the design of that society must BEGIN with the admission and acceptance that people, especially in groups, are assholes.
Brexiters claim democracy is about votes. That is false. Dictators stage votes & always win them. That is because they abuse three other key elements of democracy – the right to oppose, the rule of law & accurate information, all of which were grossly abused by the Brexit elite.
I think it was when I first read about the PATRIOT act that I knew the USA was headed down this road. For almost 20 years I have known this was where it would end, but (almost) everyone around me told me I was crazy.
I have been thinking a lot about that lately.
